Waterways Ireland would like to appoint a Temporary Director of Operations (TDO) to be based in their HQ in Enniskillen for a 12-month contract. PURPOSE. The successful person will be responsible for the day to day management and maintenance of approximately 1,000 km of Waterways Ireland’s inland navigations, the execution of restoration schemes, the development of the navigation infrastructure, the management of circa 200 staff spread throughout the island, the management and control of substantial assets and property holdings, the effective allocation of financial resources, the direction and support of legal, valuation and liability issues that affect the Body. The TDO assists the Chief Executive (CE) in his role as Accounting Officer by active participation on the Senior Management Group. He/she must understand and promote the aims of Waterways Ireland (WI), a North / South Implementation Body which was established under the British Irish Agreement to take over the inland navigation functions previously exercised by the Rivers Agency, OPW/CIE. WI has the statutory remit to manage, maintain, develop and restore Ireland’s inland waterways, primarily for recreational purposes. DUTIES & RESPONSIBILITIES. The TDO must ensure WI fulfils its statutory responsibilities in the day to day management and maintenance of the navigations, property and other infrastructural assets under its remit. The TDO is responsible for the Operations Division’s aspects of the Strategic, Corporate and Business Planning process and delivery of the capital and current programmes. The role holder is responsible for driving forward and implementing change, monitoring and controlling standards of performance and behaviour to ensure safe procedures, legal compliance and good governance is in place. The TDO is one of the Senior Professional Adviser’s to the CE and must work closely with the CE to ensure the safe, effective and efficient delivery of the current maintenance and capital work programmes. As a member of the Senior Management Group, the TDO will lead in the development and implementation of the strategic orientation and business planning processes for the Organisation. The TDO will actively lead and manage the Health and Safety agenda within the Operations Division as required by the WI Safety Statement, legislation from both jurisdictions and best practice. The role holder will be responsible for ensuring that robust Risk Management systems, practices and processes are in place. The role holder will be responsible and accountable for significant financial and capital resources in line with good governance practices and processes including budgetary forecasting and procurement practices. The TDO will work closely with senior staff to ensure budgetary goals are strategically planned, developed, communicated, implemented and monitored. The TDO is responsible for leading directing , motivating and managing staff in the Operations Division to improve performance, deliver business objectives whilst delivering on-going improvements through innovation, technology and smarter processes. The TDO will proactively work with internal and external stakeholders, including Local Authorities, Councils, Government Departments and Public Representatives to promote, develop opportunities, secure partnership and inward investment for the waterways in Northern Ireland and Ireland. Qualifications and Experience. Essential An Honours Bachelor Degree level or equivalent (Level 8 on the National Framework of Qualifications) in a relevant discipline in Civil or Structural Engineering. AND. A minimum of 5 years *senior management level/experience, A comprehensive understanding of the issues involved in the management of complex operations and significant resources, across a multi disciplinary work environment. Evidence of leadership and strategic management skills and experience gained in a senior management role. A full Driving Licence/and or access to a form of transport which will permit you to travel in relation to work. Desirable Chartered membership of a relevant Institution, e.g. Engineers Ireland or Institute of Civil Engineering. *Senior management level/experience is defined as working or reporting directly to individuals at CEO level (or the next level) or equivalent, or managing a team where the role includes making decisions affecting strategic issues.
